This bill requires the President to certify within 90 days that offshore wind projects in the North Atlantic and Mid-Atlantic planning areas will not interfere with military radar, sonar, or combat operations. It also directs the Department of Defense Inspector General to conduct a comprehensive study of offshore wind's effects on military readiness, radar and sonar capabilities, aviation flight paths, and Coast Guard operations, with findings due to Congress within 180 days. If the President cannot certify that projects pose no national security threat, the bill authorizes the President to halt projects deemed threatening to national security.
