This bill amends Medicare's hospice program oversight procedures. It delays the start of the Special Focus Program for hospice surveys until January 1, 2027, or until all certified hospice programs have been surveyed at least once in the prior 36 months (whichever is earlier), and requires the Secretary to provide confidential feedback to hospice programs before publicly identifying them for the program. The bill also increases payment penalties for hospice programs that fail to submit required quality data reporting, escalating from 4 percentage points (2024–2026) to 10 percentage points (2027 onward), and requires the Secretary to publicly report hospice programs' failures to submit such data.
