This bill requires the Department of Defense to achieve net zero energy across non-operational sources (fixed installations and enduring locations) by December 31, 2034, and mandates the Secretary of Defense to submit a strategy and biennial progress reports to Congress. It also requires DoD contracts entered after October 1, 2025, to include projected energy consumption estimates, consider contractors' renewable energy production and environmental compliance records in award decisions, require contractors to disclose climate-related financial risks, and assess a 1% fee on contracts with contractors not producing renewable energy equal to their consumption. Additionally, the bill requires the DoD to include in its Annual Energy Management and Resilience Report a list of the ten most carbon-emitting installations per military department and comprehensive greenhouse gas emissions assessments.
