This bill amends federal transportation law to allow Amtrak to use federal grant funds it receives from other programs to satisfy the non-federal matching share requirements for three federal rail grant programs: National Infrastructure Project Assistance Grants, Consolidated Rail Infrastructure and Safety Improvements Grants, and Federal-State Partnership for Intercity Passenger Rail Grants. Currently, Amtrak must provide non-federal funds (such as ticket revenues) to match federal grants; this bill permits it to use other federal grants instead, provided Amtrak's involvement is not limited to monetary contributions.
