This bill establishes a Medicare demonstration program to test payment for crisis response services provided to eligible Medicare beneficiaries by participating providers. The program, to begin by January 1, 2026, will evaluate whether these services reduce emergency department visits, increase access to crisis care, lower Medicare expenditures, and improve behavioral health outcomes. Participating providers—including mobile crisis response teams, crisis receiving and stabilization facilities, and behavioral health urgent care facilities—must meet Secretary-established standards for qualifications, 24/7 availability, and collaboration with other entities. The Secretary will conduct an independent evaluation and report to Congress within three years on program results, including impacts on jail incarceration and service quality.
