This bill prohibits the Secretary of Defense from entering into, renewing, or extending information technology contracts with entities that own, operate, or substantially fund artificial intelligence research facilities in mainland China; provide software access or military/law enforcement applications to Chinese entities; or operate data centers in mainland China. The Secretary may waive these prohibitions if necessary for national security. The restrictions apply to contracts entered into, renewed, or extended within three years of enactment.
