This bill establishes a program in the National Oceanic and Atmospheric Administration to improve precipitation forecasts. The program must support research, development, and implementation of Earth System Models (i.e., simulations used to understand and project changes in climate and ecosystems), including with respect to precipitation extremes and related weather events.
