The HOPE and Mental Wellbeing Act of 2023 amends Medicare and Medicaid to require coverage of the first three primary care visits each year without cost sharing (copayments, coinsurance, or deductibles) beginning in 2024. Primary care visits are defined to include outpatient behavioral health services, nonspecialty medical services, and care coordination services for prevention, diagnosis, treatment, or management of physical or behavioral health conditions. The bill applies to both traditional Medicare and Medicare Advantage plans, as well as to Medicaid programs.
