The FULL Act requires federal agencies to collect and report annual data on office space utilization, occupancy, and availability for leased commercial office space. Agencies must track monthly occupancy, actual utilization rates, and space utilization metrics, and must return office space to the General Services Administration if utilization falls below 60 percent for six months within any one-year period. The reporting requirements apply to agencies leasing through the GSA as well as agencies with independent leasing authority, with an exception for intelligence community properties.
