The PEERS Act of 2023 amends Medicare to cover peer support services furnished by qualified health centers and community mental health clinics to beneficiaries diagnosed with mental health or substance use disorders. Peer support specialists—individuals in recovery from mental health or substance use conditions and certified under national guidelines—would provide emotional, informational, and instrumental support to help patients achieve recovery and community integration. Medicare would pay 80 percent of the lesser of actual charges or a fee schedule amount established by the Secretary, effective January 1, 2025.
