Summary
This bill amends the Agricultural Credit Act of 1978 to authorize the Secretary of Agriculture to carry out emergency watershed protection measures on National Forest System land in response to natural disasters or other natural occurrences. The bill establishes a new Emergency Forest Watershed Program that allows the Secretary to enter into agreements with state and local governments, Indian tribes, and water districts to fund and implement measures addressing runoff, soil erosion, and flood mitigation. Projects must be completed within two years of the triggering event, with up to three additional years for monitoring and maintenance, and the federal government waives matching requirements and shields sponsors from liability except in cases of willful negligence.
