This bill amends the Homeland Security Act to authorize U.S. Customs and Border Protection (CBP) employees and officers to conduct operations in foreign countries in partnership with foreign governments. The authorized activities include monitoring and deterring illegal drugs, human smuggling, terrorist threats, and other security threats to the United States, as well as emergency humanitarian efforts and law enforcement capacity-building.
