The FOREST Act streamlines the permitting process for communications infrastructure (such as telecommunications facilities) on National Forest System lands. The bill exempts applications for communications use authorizations from National Environmental Policy Act (NEPA) review requirements when the equipment is located in or on existing infrastructure, or when the facility is sited in previously analyzed areas of National Forest lands. The bill also prohibits the Forest Service from requiring reinitiation of environmental consultation for applications in previously analyzed areas, even if new information becomes available.
