The Preserving America's Farmland Act directs the Secretary of Agriculture, in consultation with the Secretary of Energy, to conduct a comprehensive study on the effects of solar panel installations on farmland conversion out of agricultural production. The study must analyze economic impacts on converted and adjacent farmland, local economies, and food security; assess environmental effects on soil health, water resources, wildlife, and vegetation; evaluate existing federal, state, and local tax incentives for solar installations on farmland versus alternative sites; and estimate agricultural production losses. The Secretary must consult with farmers, ranchers, agricultural organizations, and conservation groups, and submit findings to Congress within two years.
