The ROAM Act directs the Secretary of the Interior to establish a pilot program issuing a combined pass for entry into federal and state parks and outdoor recreation areas in the National Park Service Southeastern Region. The Secretary must enter into partnership agreements with state land management agencies that specify pass pricing, revenue sharing, cost allocation, and benefits. The pilot program sunsets 4 years after the first partnership agreement, with new pass issuance ending 3 years after program establishment. The Secretary must submit a report to Congress within 5 years recommending whether to implement the program permanently nationwide.
