This bill requires the Secretary of Defense and Secretary of State to jointly develop and maintain a global map of strategically important ports and monitor efforts by China to build or acquire such ports. Within 180 days, the secretaries must submit to Congress a strategy to counter Chinese port acquisition efforts and ensure strategic ports are built, owned, and controlled by the United States or allied governments. The bill also directs federal agencies to identify ways to use development finance tools to discourage Chinese investment in strategic ports and report progress to Congress.
