Summary
This bill amends federal transportation law to establish enforcement mechanisms for animal welfare during transport and prohibits the interstate movement of livestock deemed unfit to travel. The Secretary of Transportation, in consultation with the Secretary of Agriculture, must develop inspection and investigation procedures within 180 days to enforce existing animal transport provisions. The bill also adds a new prohibition on moving livestock in interstate commerce that are sick, injured, disabled, pregnant near term, newborn, or otherwise unfit to travel, with an exception for transport for veterinary care.
