Summary
This bill amends the Social Security Act to require states to consult with youth and parents who have lived experience in the child welfare system when developing child welfare program plans. States must include input from children, youth, young adults, foster parents, adoptive parents, and kinship caregivers, and must publicly report how they have implemented suggestions from youth with child welfare experience. The amendment takes effect October 1, 2026.
