The Advocates for Families Act of 2024 amends the Social Security Act to require states receiving federal child welfare funding to facilitate access to family advocates for parents, foster parents, and legal guardians involved in child welfare cases. States must permit these individuals to seek and receive advocacy services without state payment, establish professional standards for advocates, inform families of their right to representation and available resources, and report to the federal government on the effects of this requirement. The bill also requires the Secretary of Health and Human Services to submit biennial reports to Congress on implementation.
