This bill requires the Federal Emergency Management Agency (FEMA) to develop and submit a comprehensive human capital operating plan to Congress within one year of enactment, and every three years thereafter. The plan must include workforce performance measures, staffing gap analyses, skills assessments, recruitment and retention strategies, cost efficiency measures, and detailed information on the Surge Capacity Force and employee attrition. The Comptroller General is required to review each submitted plan and report to Congress on whether it meets statutory requirements.
