To require covered agencies to issue strategy and implementation plans for the transfer of credit, guarantee, and insurance risk to the private sector, to require the implementation of such plans, and for other purposes.

This bill requires federal agencies that administer credit, guarantee, or insurance programs to develop and publish strategies for transferring these financial risks to the private sector. Agencies must identify barriers to such transfers, analyze costs and savings, and implement transfer plans at market terms in a transparent manner. The bill also requires private sector entities receiving transferred risk to report claims to agencies, and mandates OMB to report to Congress on all risk transfers and their estimated savings.
