This bill amends federal veterans law to establish presumptions of service connection for veterans who served at Karshi Khanabad Air Base in Uzbekistan and were exposed to toxic substances. Under the bill, veterans with certain diseases—including cancers, thyroid disease, bone disease, cardiovascular disease, skin disease, neurological disease, reproductive disease, respiratory disease, endocrine disease, liver disease, kidney disease, and cataracts—would be presumed to have service-connected conditions without needing to prove causation. This presumption would make it easier for affected veterans to qualify for VA disability benefits and healthcare.
