This bill amends the Social Security Act to limit the federal government's ability to recover overpayments made to beneficiaries under Social Security (Title II) and Supplemental Security Income (Title XVI). Specifically, the government may not recover overpayments that occurred more than 3 years before discovery if the overpayment resulted from the government's own error, unless the beneficiary committed fraud or similar misconduct. The bill applies the same limitation to both Social Security retirement/disability benefits and SSI programs.
