The Partners in Diplomacy Act authorizes the Secretary of State to alter, repair, and furnish U.S. Government-owned and leased space abroad to allow co-location of governments from NATO member states and major non-NATO allies. The Secretary may set terms and conditions for such arrangements, including cost-sharing agreements where foreign governments reimburse all or part of the expenses.
