This bill amends veterans' benefits law to establish presumptions that certain veterans were exposed to radiation and toxins at the Nevada Test and Training Range. It adds the Nevada Test and Training Range to the list of locations where veterans are presumed to have been exposed to radiation for purposes of VA disability benefits, and establishes a presumption of service connection for lipomas and tumor-related conditions for veterans who served at that location on or after January 1, 1972.
