This bill requires the Environmental Protection Agency to collect, calculate, and publish annual reports on carbon dioxide and methane emissions associated with fossil fuel exports from the United States. The EPA must track emissions both within U.S. boundaries from fossil fuel extraction and use, and outside U.S. boundaries from the combustion and leakage of exported U.S. fossil fuels, using best available scientific data and international greenhouse gas accounting standards.
