The ACTIVATE Act directs the Secretary of Defense to enter into an agreement with a federally funded research and development center to assess the biotechnology capabilities of U.S. adversaries such as China, Iran, and Russia. The assessment must identify current scientific gaps and future technological needs of these adversaries, and develop recommendations for detecting advancements in their biotechnology capabilities. The Secretary must provide the research center with necessary access to materials and expedited security clearances, and submit findings and recommendations to Congress and the National Security Commission on Emerging Biotechnology by October 1, 2025.
