The COCOA Act of 2024 amends the Help America Vote Act of 2002 to require states to provide designated congressional election observers with full access to observe all election administration procedures for federal elections, including ballot casting, processing, tabulation, canvassing, recounting, auditing, and certification. Observers designated in writing by House or Senate committee leadership may ask questions but are prohibited from handling ballots or equipment, advocating for candidates, or interfering with voting or election administration. State and local election officials may remove observers for intimidation, deceptive practices, or disruption, and must notify relevant congressional committees within 24 hours of any removal.
