This bill expands the San Pablo Bay National Wildlife Refuge in California by approximately 5,658 acres of lands, marshes, tidal flats, salt ponds, and open waters. The Secretary of the Interior may acquire land and water within the expanded boundaries from willing sellers using donated or appropriated funds, conservation easements, or exchanges, but cannot use condemnation or eminent domain.
