Summary
This bill amends the Clean Air Act to expand the ethanol waiver for Reid Vapor Pressure (RVP) limitations on fuel, allowing ethanol-blended fuels to be sold nationwide year-round if they meet other RVP requirements. It also increases the allowable RVP range for certain fuel blends from 10 percent to 10–15 percent and restores renewable fuel credits to small refineries for compliance years 2016–2018 that had been retired or had outstanding waiver petitions.
