Summary
This bill prohibits federal agencies from considering the social cost of carbon, methane, nitrous oxide, or other greenhouse gases in regulatory analyses, cost-benefit analyses, rulemakings, guidance documents, or other agency actions, unless compliant with Office of Management and Budget guidance. The bill defines these social cost measures by reference to specific interagency technical documents and requires federal agencies to report within 120 days on their use of these measures since January 2009.
