This bill prohibits federal agencies from considering the social cost of carbon, methane, nitrous oxide, or other greenhouse gases in regulatory analyses, cost-benefit analyses, rulemakings, guidance documents, or other agency actions, unless compliant with Office of Management and Budget guidance.
