This bill establishes the National Manufacturing Advisory Council within the Department of Commerce to support the U.S. manufacturing sector. The council must advise Commerce about global and domestic manufacturing trends and threats to the manufacturing sector in the United States, including on matters such as supply chain interruptions, logistical challenges, and technological changes affecting the manufacturing base. The council also must provide recommendations to Commerce about worker participation, training and education, and the development of new technologies within the U.S. manufacturing sector. The council must annually submit to Congress a national strategic plan for manufacturing in the United States. The council must terminate on September 30 of the fifth year after the council holds its first meeting.
