Summary
The VET Artificial Intelligence Act requires the National Institute of Standards and Technology (NIST) to develop voluntary guidelines and specifications for testing, evaluating, and validating artificial intelligence systems. The guidelines would address consumer privacy, harm mitigation, dataset quality, documentation, and governance controls, and would apply to both internal evaluations (conducted by AI developers/deployers) and external evaluations (conducted by independent third parties). NIST must update these guidelines at least every two years and conduct extensive stakeholder outreach with industry, academia, civil society, and other sectors.
