The TIER Act amends the Department of Defense's Transition Assistance Program to require that counseling pathways for separating military members include additional personal and family factors in their design. Specifically, the bill adds five new factors to be considered: child care requirements (including enrollment in the Exceptional Family Member Program), employment status of other household adults, duty station location and family separation, effects of operating and personnel tempo, and whether the member is an Indian or urban Indian.
