This bill amends the Controlled Substances Act to require manufacturers, distributors, and sellers of tableting and encapsulating machines to permanently affix serial numbers to these devices. It also makes it illegal to remove, alter, or obliterate serial numbers on such machines, or to knowingly transport or possess machines with tampered serial numbers. The Attorney General must issue implementing regulations within 180 days.
