Summary
The Parent Plus Parity Act amends the Higher Education Act to expand relief options for parents who borrowed Federal Direct PLUS loans on behalf of dependent students. The bill makes income-driven repayment plans (including Pay as You Earn and Saving on a Valuable Education plans) available to Parent PLUS borrowers, allows discharge of Parent PLUS loans if the student becomes permanently and totally disabled, enables Parent PLUS loans to qualify for Public Service Loan Forgiveness if the student's own loans are forgiven, and establishes automatic discharge of Parent PLUS loans when the student's loans are discharged. The bill also creates a hardship discharge provision allowing the Secretary to discharge Parent PLUS loans based on factors such as borrower income, debt-to-income ratio, age, disability, and receipt of public benefits.
