The Director must evaluate current equipment, technology, and practices within 180 days, then submit a comprehensive strategy within 90 days of completing that evaluation. The strategy must establish 100 percent mail scanning capacity at all federal prisons, ensure inmates receive digital and physical copies of their mail, and include a budget proposal for fiscal years 2025–2027. The Director must also submit annual progress reports on the strategy's effectiveness and contraband detection rates.
