The report must evaluate national security, digital security, and economic opportunities; assess current telecommunications infrastructure and security; examine potential partnerships with trusted entities; and consider establishing a data center and high-security cloud facility in the U.S. Virgin Islands for military and national security communications. The Secretary may consult with other federal agencies but cannot require entities to provide data for the report.
