The Transparency and Honesty in Energy Regulations Act of 2024 prohibits federal agencies from using the social cost of carbon, methane, nitrous oxide, or other greenhouse gases in cost-benefit analyses, rulemakings, guidance documents, or other agency actions, unless compliant with Office of Management and Budget guidance. The bill requires federal agencies to report within 120 days on all proposed and final rulemakings, guidance documents, and agency actions since January 2009 that have used these social cost estimates.
