The NO SPILLS Act of 2024 amends the Deepwater Port Act of 1974 to strengthen community engagement, environmental review, and financial accountability for deepwater port licensing. The bill expands the definition of affected communities to include environmental justice communities and impacted workers, requires the Secretary to conduct active outreach to these communities, extends public comment periods to at least 90 days, and mandates that all public documents be translated into languages spoken by affected populations.
