This bill amends federal maritime law to exempt energy products from coastwise shipping restrictions when transported between the continental United States and Alaska, Hawaii, Guam, or Puerto Rico. Energy products are defined to include equipment and components for electricity generation, storage, and distribution (such as wind turbines, solar panels, and generators), as well as liquefied natural gas and petroleum products. The exemption allows foreign-flagged vessels to carry these energy products on routes involving noncontiguous U.S. territories, bypassing the Jones Act requirement that such cargo be transported on U.S.-built and U.S.-flagged vessels.
