The Duplication Scoring Act of 2025 requires the Comptroller General (head of the Government Accountability Office) to analyze bills reported by congressional committees and identify whether they would create new federal programs, offices, or initiatives that duplicate or overlap with existing ones previously flagged in GAO duplication reports. The Comptroller General must submit these findings to the Congressional Budget Office Director and the relevant committee, and publish them on the GAO website. The Congressional Budget Office Director may include this duplication analysis as a supplement to the cost estimate for each bill.
