A bill to require voters to provide photo identification as a condition of casting a ballot, and for other purposes.

This bill amends the Help America Vote Act of 2002 to require voters to present valid photo identification when casting ballots in federal elections. In-person voters must provide photo ID or cast a provisional ballot that can only be counted if they submit ID or a religious objection affidavit within 3 days. Absentee voters must submit a copy of valid photo ID or provide their last four Social Security digits with an affidavit stating they cannot obtain ID. The bill defines acceptable forms of ID (driver's licenses, state ID cards, passports, military ID, and tribal government ID) and requires states to provide public access to digital imaging devices at government buildings so voters can copy their ID at no cost.
