The CHOW Act authorizes the Secretary of Defense to conduct a pilot program providing monthly coupons to junior enlisted service members for purchasing food at military commissaries. The pilot would operate at up to two military installations selected based on criteria including high numbers of enlisted personnel in unaccompanied housing and low dining facility satisfaction.
