This bill requires the Bureau of Consumer Financial Protection to issue a rule within 180 days mandating that credit card issuers send fraud alerts to senior citizens and a designated trusted contact when pre-approved credit cards are activated. The rule also requires depository institutions and credit unions to train employees to identify signs of financial exploitation of seniors—such as unusual ATM use, wire transfers, address changes, or gift card purchases—and notify affected seniors within 24 hours of detecting such activity. Cardholders may waive the requirement to designate a trusted contact by signing an acknowledgment of increased fraud risk.
