Summary
This bill transfers the National Threat Evaluation and Reporting (NTER) Program from the Department of Homeland Security's Office of Intelligence and Analysis to its Office for State and Local Law Enforcement. The bill prohibits the use of National Intelligence Program funds for the NTER Program and requires the Secretary of Homeland Security to identify alternative non-intelligence funding sources to support the program's continued operation. The Secretary must complete the transfer within 180 days and submit progress reports to Congress every 180 days for two years.
