The DEFEND Act amends the Homeland Security Act to require the Secretary of Homeland Security to conduct annual assessments of terrorism threats to the United States from the malicious use of unmanned aircraft systems (drones) by foreign adversaries and terrorist organizations. The assessments must analyze methods and tactics used by adversaries, evaluate risks of replication by other actors, examine acquisition and smuggling of drones, assess emerging technologies, and review lessons learned from global conflicts. The Secretary must also develop training modules and recommendations for federal, state, and local law enforcement to recognize and respond to drone-based threats.
