Specifically, it seeks relief regarding the President's failure to comply with the War Powers Resolution's requirement to terminate hostilities after 60 days without congressional authorization, and to comply with a concurrent resolution directing removal of U.S. Armed Forces from those hostilities. The resolution authorizes the House General Counsel to represent the House in such litigation and to employ outside counsel.
