The Child Care Workforce Act establishes a pilot program through which the Secretary of Health and Human Services awards competitive grants to states, Indian tribes, and tribal organizations to supplement the wages of child care workers. Grant recipients must use funds primarily to increase wages for eligible child care workers in licensed or regulated settings, with priority given to low-wage workers in underserved areas and those serving infants, toddlers, and children with disabilities. The bill requires grantees to disburse supplements at least quarterly, conduct public awareness campaigns, and provide workers with information about tax and benefit implications. The Secretary must evaluate the program's effectiveness in attracting and retaining workers, improving worker well-being and child care quality, and increasing affordable child care availability, with results reported to Congress within two years.
