This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to authorize competitive grants to community colleges and consortia of 2-year public colleges for capacity building in agriculture and natural resources programs. Eligible entities may use grant funds to expand workforce training, education, research, and outreach activities; develop educational programming on agricultural industry jobs; purchase equipment and infrastructure; support faculty development; and create apprenticeships and work-based learning opportunities. The bill authorizes $20 million annually for fiscal years 2027–2031 and requires the Secretary of Agriculture to evaluate and report on program activities within three years.
